US embassies: old and new

US this week hasn't open embassy in Latvia - that's because they are moving from their old embassy building in Riga centre to newly built building in the city's outskirts. The new building is largest embassy in Latvia and it looks like a fortress rather than embassy. I don't get why they should build such a monster in politically so friendly country as Latvia?
