Warship and skyscrapers

Events in Ukraine has made Latvians even more fearful of our neighbour Bear. Our only hope to guarantee safety from it is NATO alliance. I don't know if this is a NATO warship which I spotted today in Riga port, but I think this photo is symbolic - portraying development (Z-Towers highrises) and militar security (which is needed to guarantee the first).
