Medieval city and 21st Century city

Rooftops of Old Town and the slowly but steadily growing modern skyline on the otherside of Daugava. National library building actually should've been open by now (18th November 2012 was it's first announced opening date) but now they have lifted the opening to 2014. Even more weird is that the constructors won't to pay fine for this delay, but otherwise - they actually asked for additional money...

  1. To the author of the commentary underneath the picture:

Please check the facts before posting wrong or biassed information. My commentary is regarding to what was written: "Even more weird is that the constructors won't to pay fine for this delay, but otherwise - they actually asked for additional money..." - the extention of the term was granted because of objective factors - there was a notable decrease in the funding of the project during the years of economic crisis thus a longer term to finish construction.

Voilà - a completely reasonable, objective and unbiassed info.
